In a legal court transcript, what are the numbers in left hand margin with colons between them?

On legal paper, lines are numbered 1-18. Not referring to those numbers, but the numbers with the colons after them on every page or so. Is it the time of day? and do those numbers have to be there on an official transcript? Case is in California.In a legal court transcript, what are the numbers in left hand margin with colons between them?
I'm guessing it's a time marker from the court reporter's equipment.
