Most colleges require the official transcript to be sent directly from the school to the university. Transcripts are often accepted as official if the tape on the envelope arrives in an unbroken or altered format and if the seal is still on the tape. For example. I would seal the envelope, close with tape and sign the tape as my official seal. Often high schools have a stamp instead of a signature. Usually a high school official will also sign the internal document.
if you are thinking about making a fake. DON'T. they will know and it will ruin your chances of getting into any college. and it is also considered a felony.

some schools may send it for you but MY school did not...probably would if its out of city/state or something like that. I had to pick it up and deliver it myself but I went to school in my city
they will know its real for a few reasons. first off, it is being sent directly to the school. also on the transcript will be an identification number which is matched up to your social security number, so they can confirm that it is indeed you who's transcript they have

Official high school transcripts are sent by your school (generally your counselor) directly from your school to the college. It is sealed and they label it somehow to designate that it is official. You never see it in the process of mailing.
they actually check with your old high school to verify the document and see if it is legit or not. If they suspect a fraud it could determine your eligibility so i further guess to not send a false transcript.
